Mission and Functions of the Library

The Library of the Highway Institute, Belgrade, was founded on September 30th, 1985.
It is a specialized library within the Institute, primarily serving the needs of professional and project work while adhering to the principles of library and information activities.

The library supports professional work by systematically collecting, processing, preserving, storing, and providing access to library materials and information necessary for the development and improvement of the Institute's research and professional activities.

The library holds a core collection of domestic and foreign monographic publications and serial publications addressing issues in planning, designing, constructing, maintaining, protecting, and operating roads, urban streets, and airport runways, as well as related disciplines.

The fund also includes representative materials in geotechnics, construction material testing, construction technology, urbanism, spatial planning, ecology, environmental protection, and quality systems, consisting of 5000 library units of monographic publications. The library also possesses a collection of reference publications (dictionaries, encyclopedias, etc.) and a collection of master's and doctoral dissertations by Institute associates.

Over the years, the library has continuously renewed its collection with current publications in all branches of civil engineering, technology, environmental protection, technological engineering, informatics, and more. The library's mission is to renew and expand its collection not only through purchases but also through exchanges, donations, and collaboration with other scientific and educational institutions at the regional and international levels.

In addition to processing books and journals, special attention is given to compiling bibliographies of the Institute's researchers' professional works. These bibliographies include detailed annotations explaining the authors' discussions in their scientific and professional works. The library operations of the Highway Institute, Belgrade, are automated.

The Institute's library subscribes to numerous foreign and domestic journals covering areas related to the Institute's activities in the indispensable paper form. The library participates in the Institute's publishing activities, regularly assisting in the publication of Proceedings from congresses, scientific-professional gatherings, conferences, and the journal "The Highway Institute" as well as professional monographs by our scientific workers, researchers, and associates.

The "Highway Institute" journal, launched in 1970, stands out. Its aim is to become a professional forum for a wide range of experts dealing with road issues, sharing observations and experiences.
The journal is intended exclusively for road engineering professionals, showcasing new methods, modern technologies, and contemporary construction materials used in road construction and maintenance.
Besides its scientific-professional character, the journal also has an educational aspect, aiming to enhance the knowledge of engineers and technicians in all complex areas related to road construction and maintenance.

While the library is primarily intended for Institute professionals, it is open to external users – collaborators from other research institutes and institutions, university faculty, professors, assistants, doctoral candidates, master's students and other interested individuals.

The library is part of the Library Community of the University of Belgrade, which, in addition to the "Svetozar Marković" University Library and faculty libraries, includes libraries within scientific institutes affiliated with the University of Belgrade, with which successful cooperation has been maintained over the years.
The library closely cooperates with similar libraries, especially the "Svetozar Marković" University Library (UBSM) in Belgrade, which is the parent library of the Highway Institute, Belgrade Library.

For its users, the library provides free access to the entire UBSM collection through collective membership renewed annually. Through the SUBITO system, also at UBSM, we regularly facilitate interlibrary loans of books and journals with foreign countries for our researchers.
The library also closely collaborates with the Department of Scientific Information of the National Library of Serbia. Specifically, through the Serbian Library Consortium for Coordinated Acquisition (KOBSON), we have access to 35,000 titles of scientific and professional international journals in electronic form and 90,000 full-text books (System Ebrary).
Most Institute researchers have passwords for accessing these services from home. Access to this portal does not require special permissions, provided users adhere to the usage rules stated on their website.

The basic principle of the Library's operation has always implied free access to the collection, ensuring systematic arrangement and easy overview of all documents available. Efficient use of the collection is supported by free access to the book catalog (by author names or professional classification based on the Universal Decimal Classification – UDC).

The Highway Institute, Belgrade, participates annually at the International Book Fair in Belgrade with its publications within the booth of the Center for the Promotion of Science.
The library's working hours are from 7:30 AM to 3:30 PM on weekdays.
